New Delhi: Union Home and Cooperation Minister Amit Shah on Friday chaired a review meeting on the implementation of 3 new criminal laws in the state in the presence of Gujarat Chief Minister Bhupendra Patel in New Delhi. The meeting reviewed the implementation of various new provisions related to police, jail, court, prosecution and forensic in Gujarat. The meeting was attended by the Minister of State for Home, Union Home Secretary, Chief Secretary of Gujarat and Director General of Police, Director General of National Crime Records Records Bureau (NCRB) and several senior officials of the Union Ministry of Home Affairs and State Government.

Shah praised Gujarat government

During the discussion in the meeting, Shah said that the soul of 3 new criminal laws brought by Prime Minister Narendra Modi ji, in any case, is in the provision of providing justice in 3 years from FIR to Supreme Court. While appreciating the work done so far for the implementation of new criminal laws by the Government of Gujarat, Shah asked the state government to ensure 100 percent implementation of new laws in all commissions by 30 April 2025. He said that its monthly, State Home Minister fortnightly and Chief Secretary, Additional Chief Secretary (Home) and Director General of Police should be reviewed at the police level from the Chief Minister of Gujarat.

‘Gujarat should adopt CCTNS 2.0’

Amit Shah said that Gujarat has done a commendable job of filing more than 92 percent charge sheet on time in cases of more than 10 years. He said that in the remaining cases, the Act should be reviewed to ensure the use of the provision to seek permission from the court. The Home Minister said that Gujarat has done a commendable job of converting Zero FIR into 100 percent FIR. He said that such arrangements should be made in which FIR can be transferred between two states through crime and criminal tracking network and system (CCTNS). Gujarat should adopt CCTNS 2.0.

‘Video conferencing cubical should be in jails’

On the provision of electronic evidence in the new laws, the Home Minister said that for its proper implementation, the state’s Home and Health Department should meet and emphasize on post -mortem and other medical reports electronically from hospitals. Shah should also have arrangements to register evidence through video conferencing in jails, government hospitals, banks, forensic science laboratory (FSL) etc. He said that there should be a video conferencing cubical for every court in jails.

‘Provisions should not be misused’

Shah said that the police should provide information about the people detained for questioning on the electronic dashboard, as well as the seizure list and information about the cases to be sent to the courts should also be kept on the dashboard. He also directed the state’s Director General of Police to continuously monitor these cases. Shah asked to increase the network connectivity speed in police stations to 30 MBPS from the prescribed manner. He said that the state government should issue a circular to ensure that the provisions of organized crime, terrorism, mob lynching are not misused.

‘Trus in Abshensia should be launched’

Shah said that a provision of Trial in Absentia has been made in the Indian Civil Protection Code under which action can be taken against fugitive criminals. Trial in Absentia should be launched against the fugitives who have been absconding from the country for a long time in cases related to national security. The Home Minister insisted on ensuring the availability of more than two forensic science mobile vans in every district. He said that such an effort should be made that all 12 kits in work in mobile forensic vans are manufactured in India.

Shah asked to ensure recruitment of forensic experts

Shah said that other states should also adopt the initiative of Forensic Crime Manager by Gujarat. Also pending forensic matters should be finished by running the campaign. Emphasizing the recruitment of forensic experts, he asked to ensure recruitment to vacant posts in the forensic department soon. The Union Home Minister said that the Gujarat High Court has issued instructions to issue e-processions to all subordinate courts on 22 January 2025, which is a good initiative. He said that efforts should also be made for this in other states.
